Paul Bremer, on Wednesday, July 23, 2003 "Iraq's state owned enterprises (SOEs) hobbled economic growth, and because they didn't face market discipline [?they were inefficient?]. We have imposed hard budget constraints on these SOEs, and are now doing analysis to see which should be closed immediately." If the Iraqis don't kiss our asses for laying off 100s of thousands of government workers, 100s of thousands of their military personnel, and then starting an austerity program for all of their businesses, well, we should just bomb them until they do. A lot of industry in Iraq was a SOE.
