The Defense Intelligence Agency, controlled by the Secretary of Defense, and not the Director of Central Intelligence (Head of the CIA), is 80-85% of the total US intelligence budget.

It's in the last couple minutes of the 40th anniversary of Eisenhower's Military-Industrial Complex speech, which, since our elections are regularly timed, was a week before Bush took office. It was hosted by the Nation magazine.
