Sister-in-Law is a strange term, isn't it?

Can the law make someone my sister?  If it can, can it make a random stranger my sister?  Can it turn a man into my sister?  Will the religious wrong try to pass a constitutional amendment to prevent two men from becoming each other's sisters-in-law?
